I wanna buy Vans Rowley Shambles Indy/Black shoes?

I wanna buy this shoe from west 49 online but there lowest size is a 9. I was just wondering if the size 9 is a smaller nine than usual size 9's. Would the size 9 fit me because i'm a size 7 mens shoe size us but i live in canada. Also would there be another store in Canada where they would sell the same shoes, if so would they have like a size 7.
