Christmas dress for a 13 year old?

I'm in desperate need of a Christmas dress for the holidays. I already purchased red shoes from nine west, but I cannot find a matching dress that fits well and isn't too babyish. Stores would be great, or links directly to a dress. Thanks!

Where can I buy myself a pair of nice trendy heels or pumps?

I don't mind if they are peep toe or not and please don't mention "Steps" as I do not like their range of heel shoes. They don't appear that chic to me. Is there other place where they sell a variety of heels that I can choose at my leisure? I don't mind if you name a branded location. By the way my question concerns the city Jeddah in Saudi Arabia. I need to know names of malls or other spots to get really classy heels.

If you're looking for good brands of shoes, I like LAMB, Steve Madden, BCBG, Prada, Nine West, Jimmy Choo, and Louis Vuitton.
