HELP!!!!!!! Where should i get my 8th grade graduation dress?

So, my 8th grade graduation is in a few weeks and i still don't have a dress! I have looked online at wet seal, forever 21, macy's, nordstrums, and many other places and I still cant find a dress. I am really interested in a black (kinda short) dress that has one sleeve that has flowers on it but the one that i found i liked but i think i would like the straps thicker. So, i guess what i am trying to ask is do you know any other good websites or any good dress shops around sherwood, OR or portland, OR? I am either 5'4 or 5'5 and i weigh around 140 (i have a little bit of a tummy) and i have blonde hair down passed my mid back, i am a size 34 B bra, and my skin tone is like a white pinkish. I would also like to know what kinda of shoes, makeup, and hair would be appropriate for this occasion. Also, this is a formal/semi formal graduation. Also, my price point is under 100 dollars! How do I get my peep toe pumps from slipping off?

I bought peep toe pumps (not sling back) the other day. (Style&Co., from Macy's) I wore them and I guess after stretching out a tiny bit my foot slips out the back constantly. Or maybe my foot is slipping down because after a while my toes feel so cramped. I only wore them for about 15 minutes. Also I wasn't wearing any panty hose or stalkings. I was considering returning them but after wearing them I'm not sure they'll do a return OR exchange. So is there a way to keep my foot in the shoe?
