Difference in mens and womens shoe sizes?

I'm a mens size 7 and I FIT my sisters womens size 19 and she fits mine (that's a 12 size difference) are feet are the same length and people say that women's feet are 2 to 3 sizes smaller than mens (example a mens size 7 is a womens size 9 or 10) my question is what is the actually size difference for men and women (my sisters friends have womens sizes 10s size, 16 size, 14 size, 9.5 size, 12 and size 13.5 i have tried all of their shoes on and compared feet and all of their feet and are smaller than mine and all of their shoes are way to small.

Most of the time, if not all. Woman shoes are two sizes larger than mens. For example, I fit a size 7 in woman's. But I can also fit a size 5 in mens Each brand runs different. That's why you can have a tiny bit more room in one shoe than you do the other even tough you may never really notice it. :P
