You're too small for plus sizes, but since some of these costumes run kinda small I'd suggest a medium or a large. As to shoes, I'd suggest shopping locally at stores near you. Feet come in so many varieties of widths and lengths, better to be able to try something on rather than ordering, waiting for delivery, and returning it.
