Where could I get a cheap but good outfit?
So for our school's talent show, I have the role of a (sort-of) co-presenter where I collect the votes etc. and get to hand over the envelope. One thing though - I need to be in a dress wearing high heels. I don't have any dress that looks nice or fits me - great! I was wondering if there are any shops that would do great (slim fitting) black/festive coloured (without me looking like a christmas present!) dresses that would look nice on me. I am a size 10/12 and I have an hourglass figure. I was also wondering if you would know great places to buy elegant (possibly shiny) high heels - but not too high! And all budget haha! Fun times! I don't know where you live but by me there is a store in the malls called DEB. They sell cute little dresses in a lot of colors and styles that are perfect for what you need. They also sell shoes to go with your dress. Everything there is reasonable too I've seen dresses for as low as $25 and up. Same for the shoes. I would check the malls near you or go online to price different stores.

Should I buy some ballet flats?
I'm going to church on Sunday and the only shoes I have are sneakers, flip-flops, and high heels. I'm 13, so the high heels will definitely not work. I do have a nice pair of gold 1 inch sandals I could wear, and also a pair of wedges that are a bit high but might work, but I've been planning to get some ballet flats for a while. Because they're basically the universal shoe. If you're not sure whether something is casual enough to wear sneakers, or is formal enough to wear heels, then ballet flats will work regardless. I'm not talking about places where it's obvious you should wear sneakers like hiking, but you can wear ballet flats anywhere from school to a party or anywhere formal. Including church. So basically, I need an appropriate shoe for church and a prettier shoe for school. But I've been saving up my money and I'm not quite sure if it's worth spending. I can get ballet flats for $5 at the thrift store, but every dollar counts. And my 1 inch heels are appropriate enough. Plus my mom has some really tiny heels, less than 1/2 inch, although I don't really like them much because they're strappy mules without basically any support. So would it be worth it or not?

Have you had some experience with ballet flats? They take a bit of time breaking in but if you get them from a thrift store it might take less time. Honestly if you wear them enough to different places and it makes you comfortable, go for it. $5 isn't that bad but I don't know your financial situation It seems like you have already convinced yourself, you have a lot of good arguments for it so I say go for it.
