what does the term "head over heels' really mean?

i mean...your head is always over your heels...so shouldnt it be "heels over head"? it makes more sense. "head over heels" to me means, love doesnt make a difference, it doesnt change anything. but "heels over head" to me means love makes a difference, and makes you stumble a bit. thanx!
