I'd say very busy, there are a lot of sales going on. I guess it would be the least busiest at night when most people have done their shopping, but can't guarantee that the exchange you want will still be there by then.

What are some good stores to buy clothes with a 423$ budget?
I only wanna buy clothes my mom will pay for the shoes. I dont go to the mall a lot, so I have no idea what are some good stores to buy my back to school clothes ! I want fall and winter clothes. 423 dollars is not that much so I kinda need help. :)
