What goes best with a casual blue skirt? (Top and feet)?

What goes best with a baby blue skirt that's casual, short-ish (above knees), and cotton? It's a summer skirt. What top should I wear? I'm thinking of a t-shirt or tank top... which one? And what colour? Would a cardigan be a nice touch? Please advise. Feet... Bare feet, sandals, flip-flops, or shoes? I'm leaning towards bare feet or white strappy sandals with heels. Yes, I know bare feet and high heeled sandals are very different... but I think both somehow fit the skirt. Which would you choose? And should I paint my toenails? What colour? If it matters, I'm 16, Asian (Chinese), have long black hair. I guess I'm both short and thin by American standards... so I'd probably look like a little girl to you and wouldn't want to go for too "mature" of a look =p I'm getting some photos taken tomorrow with friends, so I hope you can advise me =) Thanks!!
