Where can i get cute, bright, strappy flats for less than $20?

I need flats that are size 7 and very inexpensive. I'm wearing them with a bright floral steve madden strapless dress for a semiformal dance. The flowers are mostly pink, blue, and yellow so i want shoes that will match but really pop! Please help, most stores have already gotten rid of all summer shoes and have shipments of boots already :O its an ongoing search haha
